Brazil launches large-scale infrastructure investment project worth US$250 billion
The federal government is set to unveil the third edition of the Growth Acceleration Program (PAC) on the upcoming Friday.
The refreshed PAC is projected to channel federal public investments of R$240 (US$38) billion over the next four years toward transportation, energy, urban infrastructure, digital inclusion, inclusive social infrastructure, and universal water access.
Sectors like defense, education, science, and technology will also be included.
Implementation of this program is expected to triple federal public infrastructure investments in the near future.
According to the Brazilian Chamber of Construction Industry (CBIC), annual sector investments will increase from R$ 20 billion to R$ 60 billion.

This new PAC will utilize federal budget resources and draw funds from state companies, public banks, and private sector financing through concessions and public-private partnerships.
The total projected investment over four years, including contributions from Petrobras, is approximately R$ 1 trillion (US$250 billion).
The initial phase of the PAC will feature projects proposed by various ministries and governors.
A second phase will commence in September, facilitating public selection for states and municipalities.
Primary goals of the PAC include boosting investments, enhancing economic, social, and urban infrastructure, increasing competitiveness, and creating quality jobs.
Challenges loom as previous PAC versions faced issues like stalled projects.
As of the end of 2022, Brazil had over 8,600 halted projects, mostly due to poor planning. The new PAC will focus on avoiding past mistakes.
Moreover, the program promises a transition to eco-friendly initiatives, with incentives for clean energy production and sustainable materials in construction.
The emphasis is on offering cheaper energy solutions and advancing a “green PAC” that propels sustainable development in Brazil.
Risk management is also at the forefront, with infrastructure projects expected to implement long-term social and environmental risk assessments.
Non-governmental bodies have proposed guidelines to ensure effective planning, prevent wastefulness, and safeguard local communities’ rights.
The upcoming PAC launch is scheduled for 10 a.m. on Friday at the Municipal Theater in Rio de Janeiro.
