Trump Administration Halts WTO Funding as America First Policy Intensifies

The United States suspended all financial contributions to the World Trade Organization for 2024 and 2025, three trade sources revealed to Reuters yesterday.

This move marks another step in President Trump’s systematic withdrawal from international institutions since returning to office in January. The US typically contributes 11% of the WTO’s annual budget, approximately $25.5 million of its $232 million operating costs.

A US delegate announced the funding pause during a March 4 budget meeting, citing an ongoing review of contributions to international organizations. Trump’s administration has targeted multiple global bodies this year.

The president signed an executive order on February 4 mandating a comprehensive 180-day review of all international organizations and treaties. This action already triggered US withdrawal from the UN Human Rights Council and halted funding to the UN Relief Agency for Palestinian Refugees.

The WTO had already suffered from US actions during Trump’s first term. In 2019, the administration blocked new appointments to the WTO‘s Appellate Body, crippling its dispute resolution system. Washington accused the body of judicial overreach in trade disputes.

Shifting Global Dynamics

Trade officials confirm the WTO now develops contingency plans for operating without American funding. This financial suspension aligns with Trump’s longstanding criticism of multilateral institutions as ineffective and unfair to American taxpayers.

The US also plans to withdraw from the World Health Organization, which Trump previously accused of mishandling the COVID-19 pandemic and being overly deferential to China.

These moves represent a fundamental shift in American foreign policy. Trump‘s administration prioritizes bilateral agreements and direct American control over resources rather than multilateral cooperation.

Critics argue global challenges like pandemics and trade disputes require international collaboration. Supporters maintain these organizations undermine national sovereignty and American interests.

The administration has not specified when it might complete its review of international organizations or whether funding might resume under certain conditions. Most experts expect further withdrawals from global institutions as Trump’s second term progresses.
