When Alejandro Gertz Manero finally resigned as Mexico’s prosecutor general, he ended more than his own nine-year mandate.

He closed an experiment that promised cleaner, more independent justice and delivered something much murkier. For outsiders trying to read Mexico, his fall is a useful X-ray of how power really works.

Created in 2019, the Fiscalía General de la República was sold as a shield against presidents interfering in prosecutions. Gertz, an 86-year-old security veteran, became the first prosecutor general with a long, supposedly fixed term and broad autonomy.

In theory, he would chase corruption and organized crime wherever the evidence led, regardless of who sat in the National Palace. In practice, the story played out differently.

The corruption case around state oil company Pemex and the Odebrecht construction giant produced no convictions, despite explosive testimony naming former ministers and party bosses. A food-security agency accused of multimillion-dollar embezzlement has left only mid-level officials in legal limbo.

The flagship human-rights case, the disappearance of 43 students from Ayotzinapa, started with real momentum and then froze just as arrest warrants reached the military and former officials.

A Prosecutor’s Fall Exposes Mexico’s Institutional Weakness

At the same time, Gertz behaved like an old-style power broker. He pushed a family case against his late brother’s partner and her daughter so hard that the daughter spent a year and a half in prison before the Supreme Court threw the case out.

Leaked phone calls of Gertz attacking judges made many Mexicans feel that the country’s top prosecutor was using the system more than cleaning it up.

The final act was pure Mexican politics. After weeks of tension with the new government, Gertz agreed to step down and was rewarded with an ambassadorship to a “friendly” country.

A close ally of the president has been placed to steer the office while a new chief is chosen. The message is uncomfortable but important.

Mexico built a powerful new prosecution office and promised independence, then showed that personalities, loyalties and deals still matter more than institutions.

Anyone betting on the country’s future should factor that into how they read the numbers on crime, contracts and risk.
