Colombia is pushing forward with its Strategic Surface Platforms (PES 10714CO) project, aiming to build five advanced frigates.
The plan involved collaboration between Damen Shipyards from the Netherlands and Cotecmar, a Colombian shipbuilder.
The government earmarked about $435 million for the first frigate’s construction, but by December 2023, expected agreements with Damen were still pending.
The project saw a cost increase of 11%, adding $47.5 million, while Cotecmar’s expenses rose from $90 million to $130 million.
The total cost thus climbed by $87 million. Concerns arose over not reusing French systems on FS1500 frigates, favoring Italian and South Korean options.
These frigates are critical for Colombia‘s global maritime missions and are designed as multi-mission vessels.
Leveraging the Damen Sigma 10513 design, they aim to serve as a potent force in international waters.
Admiral José Joaquín Amézquita’s review of global shipyards led to a competitive proposal from Hyundai Heavy Industries (HHI) of South Korea, based on the HDF 3200 model.
HHI has also engaged with Peru and Ecuador for similar naval projects.
They will incorporate advanced electronic and weapon systems, including SAAB radars, General Dynamics sonar, and MBDA VL Mica-NG air defense systems.
As Colombia progresses with this strategic defense initiative, it faces various challenges, from financial to technical and diplomatic.
