Brazil’s BNDES Quietly Rebuilds Firepower As Profits And Lending Surge

Brazil’s state development bank, BNDES, is back at the center of the country’s economic engine – earning more, lending more and, so far, doing it with almost no bad loans.

For anyone trying to understand where investment in Latin America’s largest economy is really coming from, these numbers matter as much as interest-rate moves in Brasília.

From January to September 2025, BNDES’s recurring profit reached R$ 11.2 billion ($2.1 billion), up 14.2% on a year earlier.

The bank’s broader accounting profit was even larger at R$ 17.2 billion ($3.2 billion), although this headline result fell about 9% because Petrobras, one of its key holdings, cut dividend payouts by more than half.

Behind those profits is a deliberate push to expand long-term credit. The bank’s total loan portfolio stood at R$ 616 billion ($114 billion) at the end of September, 5.3% higher than in December 2024 and the biggest volume in nine years.

Disbursements in the first nine months reached R$ 101.9 billion ($18.9 billion), with a strong pipeline: approved operations of R$ 139.2 billion ($25.8 billion) and early-stage project requests of R$ 266.5 billion ($49.4 billion).

BNDES shows strong health and outsized influence on future growth

What is striking is how clean the loan book looks. The 90-day default rate is just 0.008%, far below the broader Brazilian financial system. The Basel capital ratio, at 25.8% versus 28.2% at the end of 2024, still leaves BNDES with a thick safety cushion while it grows.

The equity portfolio remains another powerful profit source. Since January 2023, BNDES has extracted R$ 49.4 billion ($9.1 billion) in gains, sales and dividends.

The portfolio is now worth R$ 83.6 billion ($15.5 billion), heavily concentrated in Petrobras, JBS, Eletrobras and Copel – a reminder that the bank is not just a lender but also a major shareholder in Brazil’s corporate champions.

For expats and foreign investors, the story behind the story is simple: beyond the noise of politics, a well-capitalised state bank is quietly steering a large share of Brazil’s future highways, power plants and factories.
