Brazil’s postal service faces challenges in transforming the sector

Brazil’s logistics and delivery sector has witnessed significant changes due to the rise of e-commerce and evolving consumer demands.

However, experts believe that the state-owned company, Correios (Post Office), will face difficulties in remaining competitive in this dynamic market, despite the government’s plan to revive its relevance.

Recently, the Brazilian government announced a R$350 (US$70) million investment to strengthen the company.

However, industry specialists, such as Maurício Lima from the ILOS Institute, argue that this investment alone will not solve the Post Office’s challenges.

The company’s outdated technology and operations have become obsolete, and it struggles to keep pace with the advancements in the market.

While the Post Office still dominates letter, document, and bill delivery, these traditional services have lost significance with the growing digitization and electronic transmission of documents.

The state-owned company has seen its market share decline in the e-commerce sector, where volumes continue to rise.

Lima reveals that the Post Office’s share in e-commerce deliveries dropped from 80% a decade ago to about 45% in 2020.

The e-commerce industry in Brazil recorded nearly 370 million orders in 2022, which is projected to reach 395 million in 2023.

However, the logistics sector’s slim profit margins and decreasing average e-commerce tickets pose challenges for investment in efficient logistics operations.

Lima emphasizes that the Post Office requires additional investment to prevent further decline.

Furthermore, the largest retailers in the country are investing in comprehensive logistics solutions to meet consumer demands for faster deliveries and affordable prices.

They are building complex logistics ecosystems and acquiring delivery startups to enhance efficiency, making it even more challenging for the Post Office to compete.

To address its operational shortcomings, the Post Office plans to invest in the remodeling of agencies, the construction of operational centers, and establishing an international hub.

However, industry experts stress the importance of modernizing the company’s logistics ecosystem and digitalization.

They suggest that the Post Office collaborate with partners rather than trying to do everything alone.

While privatization of the Post Office was previously considered, the government’s new investment plan indicates a shift away from that direction.

President Luiz Inácio Lula da Silva’s administration aims to ensure quality work environments and service excellence for employees and customers of the state-owned company.

As Brazil’s logistics and delivery sector continues to evolve, the Post Office faces the challenge of adapting to market transformations, upgrading its operations, and competing with private players offering comprehensive logistics solutions.
