01 · Ghana — Central Bank Demands 30% Gold Offtake; Miners Push Back on Terms

The Bank of Ghana confirmed Monday May 18 it will negotiate for 30% of large-scale miners’ annual gold output, up from 20% under the 2022 DGPP. Paul Bleboo, head of the central bank’s Gold Management programme, told Reuters the entire 30% must be delivered in doré form to feed local refineries through Ghana Gold Board.

Industrial miners delivered roughly 10 tonnes against declared production of ~100 tonnes in 2025 — a 10% effective rate against the 20% commitment. Chamber CEO Kenneth Ashigbey says discussions on pricing and the sub-1% discount are “not straightforward.” Miners oppose volume discounts and zero valuation for silver by-products. Ghana targets 157 tonnes of reserves by 2028; reserves stood at 19.2 tonnes in February.

02 · Nigeria — NNPC Urged to Find New Oil Buyers as UAE OPEC Exit Destabilises Market

PETAN chairman Wole Ogunsanya called Tuesday on NNPC Limited and Nigerian producers to develop crude markets outside OPEC’s quota system to cushion the UAE’s May 1 exit and secure supply for domestic refining capacity approaching 1mbpd. Ogunsanya spoke at the just-concluded OTC 2026 in Houston.

The UAE exit removes ~1.2 billion barrels annual crude from OPEC’s coordinated framework. CRMI flagged “landmark shift in global oil governance”; analysts warn of dual risk for Nigeria: weaker OPEC price discipline plus structural underperformance from oil theft and pipeline vandalism.

Nigeria’s 2026 budget assumes $64.85/bbl, 1.84mbpd, ₦1,400/USD. External reserves at $48.36bn as of April 29. Brent at $107.71/bbl May 18 close.

03 · South Africa — Trump Proposes 17,500 Refugee Cap with 10,000 Afrikaner Slots

The Trump administration formally proposed Monday May 18 raising the US refugee admissions ceiling for fiscal 2026 from 7,500 to 17,500, with the additional 10,000 slots earmarked specifically for white Afrikaners. The State Department’s emergency determination — sent to Congress Monday and obtained by CNN — cites “grave humanitarian concerns” and an “emergency refugee situation.”

The 10,000 additional admissions would cost ~$100m. The administration has effectively closed the US refugee programme for most nationalities since January 2025; EO 14204 (February 2025) directs federal agencies to facilitate Afrikaner resettlement. South Africa rejects the “genocide” framing as baseless. Diplomatic friction has deepened since the May 2025 Ramaphosa-Trump White House meeting. Trump must formally approve the proposal before it takes effect.

04 · South Africa — Afrimat Wins High Court Ruling Against Mantashe’s Mining-Right Delay

Afrimat Iron Ore secured a Pretoria High Court victory Monday May 18 compelling Minister Gwede Mantashe (or the Director-General) to grant consent for the Ochre Shimmer mining-right transfer within days. Afrimat bought the rights at Doornfontein (Northern Cape; 2021-2032) from Ochre Shimmer in May 2025 to replace depleting Demaneng mine reserves.

The core issue: a nine-month administrative delay since Afrimat’s June 30 2025 Section 11 MPRDA application. The Department hesitated over a dispute with Lungile Mlotshwa (widow of a former Ochre Shimmer shareholder). Afrimat holds a Transnet IOEC rail allocation expiring March 2027 and must bid for renewal by May 29 2026. The judgment establishes precedent for mining-right administrative efficiency.

05 · Zambia — ZCCM-IH Forms Kyalo Goldfields JV; Copper Sector Diversifies Into Gold

Zambia’s state investment firm ZCCM-IH confirmed Monday a JV with Mining Mineral Resources to drive gold exploration as the major copper-producing country diversifies. Kyalo Goldfields (KGL) was incorporated May 6 to mine gold in the Kikonge Mining Area, North Western Province.

ZCCM-IH holds 51%; Mining Mineral Resources (tin, tantalum, tungsten in DRC) holds 49%. Gold prices above $4,500/oz support the diversification thesis.

The structure parallels Ghana’s 30% offtake in establishing state-anchored gold-production frameworks.
