Who Was in the Room

Guyana’s delegation included Foreign Minister Hugh Todd. Presidential assistant George Andrew Hallaq and Director of Presidential Affairs Marcia Nadir-Sharma also travelled.

Ali met Qatari officials separately from the Amir. One was Mohammed Saif al-Sowaidi, chief executive of the Qatar Investment Authority.

He also met Energy Minister Saad Sherida Al Kaabi and Finance Minister Ali bin Ahmed Al Kuwari. That is the sovereign wealth, energy and treasury side of the Qatari state.

The Qatar Investment Authority is reported to be advancing a hospitality and real estate development in Georgetown. The project has not been named and no value has been given.

The Energy Relationship Already Exists

QatarEnergy is already a partner in Guyanese waters. It holds 35 percent of offshore Block S4.

Block S4 covers 1,788 square kilometres. It lies 50 to 100 kilometres offshore in water 30 to 100 metres deep.

The agreement carried a US$15 million signing bonus, paid into Guyana’s Natural Resource Fund. It was the first petroleum agreement under the country’s new fiscal regime.

Two Things Worth Not Confusing

Guyana and Qatar did sign agreements in 2023, when the Amir visited Georgetown. Those covered economic, commercial and technical cooperation and biodiversity.

Those documents are three years old. They are not outcomes of this week’s talks, and they circulate online in a way that makes the two easy to conflate.

There is also an air services agreement between the two countries. It dates from September 2019, and no Qatar Airways route to Guyana has been announced.

Ali was re-elected on 1 September 2025 and sworn in for a second term a week later. This visit falls almost exactly a year into that term.

What to Watch

The first marker is the Georgetown property project. A named developer and a value would turn it from a discussion into a deal.

The second is the development bank link. Bank-to-bank arrangements are usually signed rather than merely discussed.
