Copom Set to Cut Brazil’s Selic to 14.00% as Inflation Cools

Current rate. The Selic stands at 14.25%, set at Copom’s June 17 meeting, the third straight quarter-point cut from a near two-decade high of 15%.

Consensus. A Reuters poll of 42 analysts (July 27-31) found 38 expect a fourth straight 25-basis-point cut to 14.00% on August 5, with four seeing a hold at 14.25%.

Inflation context. The July IPCA-15 preview rose just 0.06%, the smallest July reading since 2023, cutting the 12-month rate to 4.52% from 4.80%, still above the 4.50% tolerance ceiling.

Copom composition. Gabriel Galípolo, Lula’s appointee, has chaired the eight-member committee since January 2025 and cast a unanimous vote for June’s cut alongside six other directors.

Market pricing. The Focus survey published August 3 cut its year-end 2026 Selic median to 13.75% from 14.00%, the first downward revision since March.

Brazil’s Copom opened its two-day meeting Tuesday with markets overwhelmingly betting on a fourth consecutive quarter-point cut to the Selic, even as Gabriel Galípolo’s committee keeps signaling that persistent inflation expectations demand caution beyond Wednesday’s decision.

The Wednesday Decision

Brazil’s rate-setting Monetary Policy Committee, known as Copom, began its 280th meeting on Tuesday, August 4, with the Selic decision due after markets close on Wednesday, August 5. The benchmark rate currently sits at 14.25%, following three consecutive quarter-point reductions since March that brought it down from a near two-decade high of 15% ([Reuters](https://www.reuters.com/world/americas/brazil-central-bank-cuts-rates-third-straight-meeting-by-25-bps-2026-06-17/)).

A Reuters poll of 42 economists conducted July 27-31 found that 38 expect Copom to deliver a fourth straight 25-basis-point cut, taking the Selic to 14.00%, while just four see policymakers holding at 14.25% ([Reuters](https://www.reuters.com/world/americas/brazil-central-bank-cut-rates-fourth-straight-meeting-august-5-2026-08-03/)). O Globo similarly reported that financial agents are awaiting a new 0.25-point cut “diante da melhora na inflação” — given the improvement in inflation — which would align the Selic with market pricing ([O Globo](https://oglobo.globo.com/economia/financas/noticia/2026/08/04/copom-comeca-hoje-reuniao-que-vai-definir-taxa-basica-de-juros-veja-o-que-esperar-da-decisao-do-bc.ghtml)).

The bigger question is what comes after. The median forecast among the 38 Reuters respondents who gave quarterly projections points to the Selic holding at 14.00% until early 2027, with gradual easing resuming only after the January 2027 inauguration of whoever wins October’s presidential election. Among those asked specifically about September, 15 of 32 still expect a fifth consecutive cut, while seven see the next move only in January ([Reuters](https://www.reuters.com/world/americas/brazil-central-bank-cut-rates-fourth-straight-meeting-august-5-2026-08-03/)).

Inflation Backdrop

The case for an August cut strengthened after the IPCA-15, Brazil’s mid-month inflation preview, rose just 0.06% in July, down sharply from 0.41% in June and well below the market’s median forecast of roughly 0.22%-0.44%. It was the smallest July reading since 2023 and the lowest monthly print of 2026 ([Estadão](https://www.estadao.com.br/economia/ipca-15-previa-inflacao-julho-2026-ibge/); [Folha](https://www1.folha.uol.com.br/mercado/2026/07/ipca-15-desacelera-a-006-em-julho-e-fica-abaixo-das-projecoes.shtml)). The 12-month accumulated rate eased to 4.52% from 4.80% in June, edging toward — though still above — the central bank’s 4.50% tolerance ceiling around its 3% target ([Valor](https://valor.globo.com/brasil/noticia/2026/07/28/ipca-15-sobe-006percent-em-julho-menor-taxa-para-o-mes-desde-2023.ghtml)).

The decline was led by a 0.66% drop in food and beverage prices, which alone subtracted 0.15 percentage point from the index, while housing costs — pushed up by a 3.03% jump in residential electricity — provided the largest upward pull ([Estadão](https://www.estadao.com.br/economia/ipca-15-previa-inflacao-julho-2026-ibge/)). Barclays’ chief Brazil economist, Roberto Secemski, said the improvement in market conditions “should allow Copom to cut another 25 basis points next week, taking the rate to 14%,” while cautioning the figures did not represent significant relief for the broader inflation outlook ([Valor International](https://valorinternational.globo.com/markets/news/2026/07/29/inflation-surprise-boosts-bets-on-august-rate-cut.ghtml)).

Even so, the government’s own Boletim Macrofiscal, published July 15, raised its 2026 IPCA forecast to 5.1% from 4.5%, citing supply shocks and pass-through effects ([Ministério da Fazenda](https://www.gov.br/fazenda/pt-br/assuntos/noticias/2026/julho/boletim-macrofiscal-de-julho-mantem-projecao-de-crescimento-de-2-3-para-2026-mostra-a-spe)). The full IPCA reading for July is due from IBGE only on August 11 — after Wednesday’s decision — leaving Copom to weigh the mid-month preview alongside a still-elevated 12-month trajectory ([Folha](https://www1.folha.uol.com.br/mercado/2026/07/ipca-15-desacelera-a-006-em-julho-e-fica-abaixo-das-projecoes.shtml)).
