New regulations for online shopping in Brazil come into force this Tuesday
The new taxation regulations for international online purchases come into effect this Tuesday, August 1st.
These rules allow businesses to make sales up to US$50 to individuals tax-free, specifically free from Import Taxes, charged by the federal government.
According to government economic team members, businesses that do not adhere to these regulations will be scrutinized and taxed.
Meanwhile, those who do comply must fully integrate into the program.

The program, titled ‘Remessa Conforme,’ offers voluntary participation for retailers, including major Asian businesses such as Shein, Shopee, and Aliexpress.
According to March’s E-commerce Sectors Report released by SEO agency Conversion, three of the most visited e-commerce sites in Brazil are Asian.
The regulation applies to purchases shipped either by mail (ECT), international air parcel companies, or international mail services.
Items from businesses registered under the program will be scanned through the Federal Revenue’s ‘green channel.’
Goods not within the guidelines will face stricter inspection and may be seized, returned, or released.
However, Brazilian retailers express concerns about the new online shopping regulations, claiming it’s unfair to pay more taxes than their overseas counterparts.
Jorge Gonçalves, president of the Institute for Retail Development (IDV), advocates for tax equality.
While Gonçalves recognizes the program’s foundational merits in allowing the federal government to track digital transactions, he expresses discontent with the tax exemption granted to business transactions.
The institute continues discussions with the Ministry of Finance.
