Proposed restriction on civilian access to firing ranges in Brazil

Brazilian President Luiz Inacio Lula da Silva has requested Minister of Justice and Public Security, Flavio Dino, to limit civilian access to a majority of the country’s shooting clubs.

This proposal marks a departure from the previous administration’s policies that promoted the proliferation of such facilities.

President da Silva expressed a belief that these establishments should primarily cater to military and police organizations rather than civilians.

His stance aligns with a recently signed decree aimed at curbing the lenient policies towards firearm possession and use that were in place during the tenure of his predecessor, Jair Bolsonaro.

During Bolsonaro’s term, shooting clubs witnessed substantial growth across Brazil.

With the advent of the new administration, however, the Ministry of Justice has instigated a consolidated system for registering firearm users, unifying the records of the Police and the Army.

Newly implemented regulations, for instance, curtail the quantity of weapons a civilian may purchase for personal defense, necessitating further justification for weapon procurement. Concurrently, shooting clubs are not explicitly ordered to shut down.

However, constraints imposed could impact them financially, such as the minimum distance of one kilometer from a school, a ban on nighttime operations, and prohibition of patrons entering the premises with a loaded firearm.

Pro:

Contra:

  1. Easy access to shooting clubs could potentially encourage a gun culture, increasing the prevalence of firearms in society and potentially leading to higher rates of gun violence.
  2. They may inadvertently serve as a training ground for individuals with ill intentions, posing a threat to public safety.
  3. Some people argue that the presence of shooting clubs can create fear in local communities due to the association with weapons and potential misuse.
  4. Environmental concerns may arise, as the lead from discharged ammunition can contaminate local ecosystems, posing risks to wildlife and potentially humans.
  5. The noise pollution generated by shooting clubs can disturb local residents and wildlife, affecting quality of life and biodiversity.
