Can Rio Make Security Stick? A New Court-Supervised Bid To Reoccupy Key Favelas

Rio’s government is reviving an idea that once promised a lasting state presence in favelas. The new label—“reoccupation”—signals a pledge to enter contested communities and remain, not just conduct operations and withdraw.

The plan was filed at the Supreme Federal Court inside ADPF 635, the case that imposed limits and oversight on policing in Rio’s communities after years of deadly raids and abuse allegations.

In April 2025, the court kept monitoring the case and demanded clearer structure and compliance. Justice Alexandre de Moraes is a key overseer.

Operationally, the state proposes Bases Integradas de Segurança Territorial (BIST), intended to function 24 hours a day as fixed hubs for patrols and coordination.

Rio’s integrated security and social plan targets militia strongholds

The plan highlights technology to detect stolen or cloned vehicles and identify people with active arrest warrants. Officials also want justice services on site: itinerant teams from public defenders and prosecutors, plus mobile courts inside “reoccupied” areas.

Beyond security, the blueprint adds social and urban measures, economic support like microcredit and cooperatives, and local councils meant to track delivery.

The state describes the initial target zone as home to more than 85,000 residents, with later phases potentially affecting up to 1.2 million people across Greater Jacarepaguá.

Authorities cite competing control by militias and drug groups including Comando Vermelho and Terceiro Comando Puro. Rollout is described as early 2026, after Carnival. If it works, other cities will study the model closely.

The real test is endurance: can Rio hold territory under court scrutiny, keep day-to-day abuses down, and deliver enough services that residents believe the state will still be there tomorrow?
