Four of yesterday’s five binaries resolved. Argentina’s INDEC printed April inflation at 2.6% month-on-month, the first sub-3% reading in eleven months. Interannual slowed to 32.4% from 32.6%. The Milei disinflation thesis, dented by the March Iran shock, is back on the chart.

Brazil’s Intercept Brasil published a documented set of WhatsApp messages, bank receipts and an audio recording showing Senator Flávio Bolsonaro arranged R$134 million in transfers from jailed Banco Master CEO Daniel Vorcaro between February and May 2025.

The Federal Police arrested the banker’s father in Belo Horizonte on Thursday. Cuba’s Unión Eléctrica disconnected 70% of the island at peak demand — an annual record. Bolivia counted its first fatality of the eleven-day indefinite paro at Desaguadero. S&P cut Mexico’s sovereign outlook, then PEMEX and CFE outlooks, in 48 hours.

The Ibovespa closed Thursday at 178,366 (up 0.72%). USD/BRL pulled back from 5.01 to 4.98. Brent steady near $106 with Hormuz still closed.

The Big Three

  • Argentina IPC 2.6% MoM, interannual 32.4%. First sub-3% reading in eleven months. MERVAL closed +0.33% into the binary. Milei thesis intact post-Iran shock.
  • Vorcaro R$134m flow to Flávio Bolsonaro disclosed. Intercept Brasil released WhatsApp, bank receipts and audio. PF arrested the banker’s father Thursday. Genial/Quaest tie of 42-42 now reprices.
  • Cuba 70% island dark, annual record. Deficit 2,174 MW. Cacerolazos in ten Havana neighbourhoods overnight. First daytime protest at San Miguel del Padrón Poder Popular.

01 · Argentina Bullish

INDEC reported April inflation at 2.6% MoM on Thursday afternoon, exactly at Banco Central REM consensus and slightly above the analyst median of 2.5%. Interannual inflation slowed to 32.4% from 32.6%, the first reading below the previous month since June 2025.

Transport led at +4.4%, education +4.2%. Food and non-alcoholic beverages rose 1.5%. Bloomberg called it “the first slowdown in eleven months” — a victory for Milei after the March Iran-shock print. MERVAL closed up 0.33% to 2,747,310. ARS held at 1,392.

02 · Brazil Volatile

The Intercept Brasil published Wednesday night a documented set of WhatsApp messages, bank receipts and one audio recording showing Senator Flávio Bolsonaro arranged R$134 million in transfers from jailed Banco Master CEO Daniel Vorcaro between February and May 2025. The stated purpose was a documentary film about his father Jair. The senator’s own voice on the audio refers to “parcelas para trás” still owed.

Federal Police arrested Henrique Moura Vorcaro, the banker’s father, in Belo Horizonte on Thursday morning. Lula at the Camaçari fertilizer plant: “Eu não vou comentar, é um caso de polícia.” The Ibovespa closed +0.72% to 178,366; USD/BRL pulled back from 5.01 to 4.98.

03 · Cuba Bearish

Cuba’s Unión Eléctrica forecast 70% of the island disconnected at peak demand Thursday — an annual record. Peak generation capacity 976 MW versus demand 3,150 MW. Deficit 2,174 MW. Eight of sixteen thermoelectric units offline. A partial SEN collapse Thursday morning disconnected the entire eastern third of the island from Ciego de Ávila to Guantánamo.

Cacerolazos and street protests spread overnight to ten Havana neighbourhoods. The San Miguel del Padrón daytime protest at the Poder Popular building was unusual. Díaz-Canel on social media in capitals: “EL CERCO ENERGÉTICO QUE NIEGAN ESTÁ ASFIXIANDO A CUBA.” Havana sees 22-hour daily blackouts.

The Read
The day reads cleanly on the binary frame. Argentina’s IPC confirmed Milei’s thesis. Brazil’s Vorcaro disclosure landed directly on Flávio. Cuba breached the 70% threshold. Bolivia counted its first fatality. Mexico took three S&P actions in 48 hours. The Dossier walks through scenarios A/B/C for the October realignment and how the BBAS3 / political-risk story maps onto the June 17-18 Copom.

04 · Bolivia Bearish

Anna Enns, a 56-year-old Belize tourist, died at Desaguadero on the Peru border on Thursday after blockaders prevented medical access. The Ministry of the Presidency formally blamed the blockaders. The Felcc confirmed her death “could have been avoided with timely medical attention.”

Sixty blockade points hold across the country; forty-seven concentrated in La Paz department. Five thousand trucks stranded losing USD 720,000 per day. The Central Obrera Boliviana indefinite paro is in its eleventh day. Police Commander Mirko Sokol confirmed coordination with the Armed Forces for “imminent” intervention.

05 · Mexico Bearish

S&P Global Ratings cut Mexico’s sovereign outlook to negative from stable on May 12, citing slow fiscal consolidation, weak growth and rising debt. The agency projects fiscal deficit at 4.8% of GDP in 2026 and net debt at 54% of GDP by 2029. The following day, S&P cut PEMEX and CFE outlooks to negative — the first joint downgrade in nearly four years.

Finance Minister Edgar Amador defended Mexico’s position citing unemployment at 2.6% and a budget deficit 172bn pesos below forecast. Sheinbaum vowed to “prove S&P wrong.” Separately, an indigenous woman in Chilapa, Guerrero, was filmed kneeling and begging Trump to send helicopters because “la Presidenta no nos hace caso.” IPC México closed -1.40% to 69,207.

06 · Colombia Volatile

President Petro confirmed on May 12 that he authorised a third bombing of the ELN in Catatumbo, in coordination with Delcy Rodríguez’s transitional government in Caracas. The strike on the Frente Luis Enrique León Guerra killed seven fighters according to the Military High Command. Cumulative ELN deaths in three 2026 bombings: 28.

Four Colombian soldiers died at dawn on May 13 in a remote Guaviare ambush attributed to Calarcá’s FARC dissident structure. The two-front war intensifies sixteen days before the May 31 first round. COLCAP closed +2.34% to 2,122 on oversold mean-reversion.

07 · Venezuela Watch

Acting president Delcy Rodríguez announced Wednesday the formal launch of restructuring proceedings for Venezuela’s sovereign external debt and PDVSA debt. Private estimates cited by Reuters put the total at USD 150-170 billion, between 180% and 200% of nominal GDP. Default has run since 2017-2018.

Secretary of State Marco Rubio told Fox News on Wednesday that the US wants Venezuelan transition but “tampoco hay que ir demasiado rápido.” Rubio defended Delcy explicitly. The opposition Plataforma Unitaria launches its “gran cruzada” mobilisation in Táchira on Saturday May 16.

08 · Peru Watch

ONPE at 99.94% confirmed Roberto Sánchez (Juntos por el Perú) as Fujimori’s June 7 runoff opponent with a 20,879-vote margin over López Aliaga. Sánchez took 12.02%; López Aliaga 11.91%. Fujimori 17.18%. The arithmetic is mathematically irreversible.

The JNE will formally proclaim results Sunday May 17. Sánchez accepted Fujimori’s debate offer Thursday and proposed Chota, Cajamarca as one venue. López Aliaga continues to denounce fraud; the JEE has rejected eighty Renovación Popular nullity claims.

09 · Trade & Regional Holding

The Trump-Xi summit closes in Beijing today. Silver closed -6.13% on Thursday and gold -1.71% — a clean risk-on rotation as the summit approaches its communiqué. Brent steady at $106.36 (+0.69%); copper $6.58 (-0.79%) on profit-taking.

The 27 EU member states ratified the Mexico-EU Modernised Global Agreement on May 12 as a Trump hedge. US-Venezuela bilateral trade Q1 +22.78% to USD 3.293bn. Honduras secured an IMF USD 245m staff-level agreement for end-June.

Frequently Asked Questions

What does the Vorcaro-Flávio Bolsonaro R$134 million disclosure mean for Brazil’s October election?

The Intercept Brasil published WhatsApp messages, bank receipts and one audio recording showing Senator Flávio Bolsonaro arranged R$134 million in transfers from jailed Banco Master CEO Daniel Vorcaro between February and May 2025. The stated purpose was a documentary film about his father Jair.

The Genial/Quaest May 13 simulation had Lula at 42% versus Flávio at 42% — a statistical tie. The Vorcaro disclosure destabilises that tie. Daniel Vorcaro is negotiating a cooperation deal at the PF Superintendência in Brasília; second-tier names on the WhatsApp set are not yet public.

Lula’s response from Camaçari was deliberately minimal: “Eu não vou comentar, é um caso de polícia.” The political calculation is to let the institutional process erode Flávio’s challenger position over the five months to the October first round.

Why is Argentina’s April IPC at 2.6% significant?

It is the first sub-3% monthly print in eleven months. Interannual inflation slowed to 32.4% from 32.6%, the first reading below the previous month since June 2025. The print landed exactly at Banco Central REM consensus, one tenth above the analyst median of 2.5%.

The Milei disinflation thesis, dented by the March 3.4% print after the Iran oil shock, is back on the chart. MERVAL closed up 0.33% into the binary. ARS held at 1,392. The country-risk path back toward 500 basis points reopens.

Transport led the month at +4.4%, education +4.2%. Food and non-alcoholic beverages rose only 1.5%; recreation 1.0%. The pattern reads as Iran-shock pass-through working through transport while core consumption cools.

What is the Cuba 70% record and why does it matter?

Cuba’s Unión Eléctrica forecast Thursday that the largest blackout of the day would disconnect 70% of the island at peak demand — an annual record above the May 12 mark of 2,113 MW. Peak generation capacity 976 MW versus demand 3,150 MW. Deficit 2,174 MW.

The political consequence is that street protests have escalated. Cacerolazos and concentrations spread overnight to ten Havana neighbourhoods including La Habana Vieja, Marianao, Guanabacoa, Playa, Luyanó, Boyeros, Cotorro, Cojímar, San Miguel del Padrón, Plaza, Vedado and La Víbora. The first daytime protest at San Miguel del Padrón’s Poder Popular building was unusual.

The structural reality is that Cuba produces 40,000 barrels per day domestically against the 100,000 needed. Only two oil tankers have arrived in 2026. The Russian Anatoly Kolodkin’s 730,000-barrel cargo from March 31 is exhausted. The OE 14404 GAESA secondary-sanctions deadline lands June 5.
