Overview of Mexico’s Military Modernization Plans for 2025

For the past five years, Mexico has not updated its military equipment, acquiring no new planes, helicopters, ships, or armored vehicles.

However, as the current administration approaches its conclusion, a wave of military investment is emerging. This initiative is poised to significantly enhance the military by 2025.

Presently, these investment plans appear on the Ministry of Finance and Public Credit’s website, awaiting budget approval.

Consequently, the forthcoming release of the Federal Expenditure Budget for 2025 will prove crucial. This will reveal the true extent of commitment to these enhancements.

Under the Federal Budget and Fiscal Responsibility Law, the budget proposal must reach the Chamber of Deputies by November 15 this year. It requires approval by the year’s end.

One key initiative is the Military Assembly’s effort to secure diverse goods from the automotive sector.

They plan to construct 20 Tactical Armored Vehicle prototypes. This project, valued at roughly 125 million pesos ($6.95 million), leverages new infrastructure. It aims to bolster the Army’s capabilities by introducing advanced technology.

Additionally, plans are underway to replace over 1,300 outdated vehicles in the Army and Air Force.

This includes new 4×4 high-mobility vehicles and double-cabin pickups. The total cost exceeds 11 billion pesos ($626 million).

This update will sustain operational effectiveness, replacing vehicles that have surpassed 15 years of service.

Furthermore, the Air Force intends to purchase two C-130J Super Hercules aircraft. Costing nearly 7.13 billion pesos ($395.69 million), this acquisition is vital for enhancing transport capabilities essential for diverse military operations.

Moreover, to improve surveillance of areas vulnerable to illicit flights, the deployment of two mobile radars is planned.

This addition, costing about 1.46 billion pesos ($81.25 million), will expand coverage and secure the airspace in the southeast.

The Navy also plans to enhance its fleet with 20 new aircraft, including 16 planes and four helicopters.

These aircraft are essential for tactical deployment, ambulance services, civilian aid, search and rescue, and logistical support. This project is valued at approximately 4.5 billion pesos ($250 million).

Another ambitious endeavor is the construction of two multipurpose logistical ships in Mexico.

These ships, designed to transport dredgers, personnel, and relief supplies, will cost about 2.09 billion pesos ($116 million).

This project will substantially increase the Navy’s logistical support capabilities, particularly in disaster zones.

If funding is approved, these projects will not only modernize Mexico’s military by 2025 but also signify a strategic shift toward greater self-reliance and operational readiness in defense.

This transformation is vital as it bolsters national security and equips Mexico to tackle both present and future challenges.
