Urban Revival: São Paulo Heals Its Center by Dismantling Cracolândia’s Criminal Ecosystem

São Paulo’s infamous Cracolândia, a decades-old open-air drug market in the city center, has been effectively emptied following a coordinated operation between municipal and state authorities.

Vice-Mayor Coronel Mello Araújo revealed that the success stems from daily interventions since January 2025 and unprecedented cooperation between different levels of government.

The operation, named “Health and Dignity,” targeted the criminal ecosystem supporting the drug scene. Authorities closed illegal scrap yards, interdicted stores selling stolen phones, and shut down parking lots used as weapons depots.

Police arrested drug traffickers and corrupt metropolitan civil guards accused of extorting money from local merchants. “When we have state and city governments aligned, things start to yield positive results,” Araújo stated.

The vice-mayor highlighted the stark contrast with previous administrations, particularly criticizing former Mayor Fernando Haddad‘s “Open Arms” program, which he claims incentivized drug use through what became known as “Crack Allowance.”

Cracolândia Crackdown Shows Immediate Impact

The current strategy involves multiple secretariats working together: health, social assistance, security, development, labor, cleaning, and human rights.

Authorities discovered many users had fixed residences but visited Cracolândia at night to consume drugs. Weekend operations using drug-sniffing dogs proved decisive in emptying the area.

The results were immediate. “Monday morning, without drugs, 60 chemical dependents were at the door of the health facility asking to be admitted,” Araújo reported. By day’s end, 90 people had sought treatment.

Critics from organizations like “A Craco Resiste” claim the emptying resulted from violent dispersal tactics. The Municipal Civil Guard Corregedoria has preventively removed agents involved in alleged aggressions that occurred before the area emptied.

The political implications are significant. Both Mayor Ricardo Nunes and Governor Tarcísio de Freitas celebrated the achievement. Their alliance represents a shift toward more traditional security approaches after years of progressive policies failed to resolve the situation.

Araújo expressed hope for complete alignment in the future, suggesting former President Bolsonaro might return to office in 2026 to complete the conservative governance trifecta at federal, state, and municipal levels.
