Brazil: State that disarms population will have more resources, says future Minister of Justice

Future Brazilian Minister of Justice Flávio Dino (PSB-MA) stated that he intends to change the criteria for distributing the National Public Security Fund (FNSP) to the States, giving priority to governments that encourage the disarmament of the population and install cameras in police uniforms.

The statements were made by Flávio Dino on Thursday (15), during an interview with the newspaper O Estadão.

“States that implant cameras or do not implant cameras in police uniforms, we will evaluate. We believe that it is important to combat police violence. Nobody is obligated to do it, but whoever does it will value it more. That’s the general idea,” said the socialist.

According to him, the new government hopes for a harmonious relationship with the Judiciary in the coming years, stating that the Judiciary “saved democracy in Brazil”.

Flávio Dino also said that he intends to create a structure within the portfolio to prioritize the exchange of prisons for alternative sentences.

According to him, it is a mistake to summarize criminal execution to imprisonment: “Criminal execution is much greater than arresting. Prison is actually the last instrument.”

“When you state that the criminal alternative is exclusively for crimes committed without violence and without serious threat to the person, the debate becomes clearer. Penal alternatives are not for those who committed homicide, robbery, rape. And we complemented by saying that prison costs R$2,500 per month. An alternative penalty costs R$250. Society understands that it is a better way”, completed the socialist.

Dino also said that the future head of the PF (Federal Police) will have autonomy to conduct investigations, but he criticized the efficiency of what he called spectacular actions.

“Are spectacular investigations efficient? No, they are inefficient. They break the fundamental element of the institution, which is its credibility, its impartiality. If a delegate spectacularizes an investigation, he is practically sentencing the investigated person. The delegate will have autonomy in terms of merit, but not in terms of method,” he said.
