Brazil: Read the main points of Bolsonaro’s government plan

The Liberal Party registered President Jair Bolsonaro’s (PL) candidacy with the Superior Electoral Court (TSE) on Tuesday (9) and published its final government plan.

According to a PoderData poll, Bolsonaro, who is seeking re-election, is trailing former President Luiz Inácio Lula da Silva (PT) in the first and second rounds. One of the focal points of his guidelines is Auxílio Brasil, a social program that the government has strategically deployed to improve the performance of the poorest.

In addition to this benefit, the plan also addresses other important issues for the low-income part of the population, such as the exemption from income tax for people who earn up to five minimum wages.

It also cites specific programs aimed at Bolsonaro’s constituency, such as access to firearms contributing to “public security policies” and “social pacification.”

The plan is 48 pages long and divided into three parts: Values and Basic Principles of the Government Plan, Strategic Considerations, and Government Plan. Below is a summary of the main proposals contained in the guidelines of the program of Bolsonaro and his pre-candidate for Vice President, General Walter Braga Netto (Republican):

FUELS

“Technologies that produce clean fuels, such as green hydrogen, for which Brazil has enormous production capacity, as well as electric and hybrid vehicles, should be considered to reduce the national carbon footprint, in addition to providing specific and appropriate regional solutions for sustainable development.

AUXILIO BRASIL (SOCIAL ASSISTANCE FOR THE POOREST)

“One of the priority commitments of the re-elected government will be to maintain the value of 600 reais for Auxílio Brasil as of January 2023.”

FIREARMS

“The deterrent effect of access to firearms is also proving to be an important element contributing to public security policies, social pacification and the preservation of life itself.”
Fighting corruption

“Important measures that the government must take after its re-election are the implementation of the Federal Public Integrity Strategy and the study to propose transparency rules for the final beneficiaries of public funds.”
Foreign Policy

“Brazil’s foreign partnerships must be consistent with the guidelines and objectives of economic policy, focusing on job creation, diversification of production and exports, and growth of the economy based on freedom of enterprise. They should have a positive impact in the microeconomic sphere in that they help producers of goods and services to develop their businesses.”

TAX REFORM

“As part of the tax reform, a proposal for a 31% correction to the personal income tax scale has been prepared within the framework of the commitments made for 2019 to 2022 for relief and the principles of fiscal responsibility, from which all workers with incomes up to R$2,500 per month will be exempt.”

NATIONAL DEBT

“The Government will continue its efforts to ensure economic stability and public debt sustainability through the medium and long-term fiscal adjustment consolidation that reduces the ratio of public debt to GDP.”
