Uruguay’s New Diplomatic Leader

Luis Lacalle Pou, Uruguay’s President, appointed Omar Paganini as the head of foreign affairs. Paganini was the former head of industry, energy, and mining.

Paganini steps in after Francisco Bustillo, who resigned over a passport scandal involving a drug trafficker.

Following strategic talks with allies and opponents, Pou made the announcement. He addressed journalists at the government’s main building.

Pou also accepted the resignations of Luis Alberto Heber, the former Interior Minister, Guillermo Maciel, his second-in-command, and Roberto Lafluf, a communications advisor.

Paganini, 61, joined Pou’s administration at its start in March 2020.

Educated as an electrical engineer at Uruguay’s University of the Republic, Paganini has worked with Pou since 2014.

Historically, Uruguay’s foreign policy is known for its focus on diplomacy, trade, and human rights.

Its strategic location between Argentina and Brazil makes it central in regional politics. Paganini’s role comes at a time when Uruguay seeks to bolster its international presence.
