Brazilian Lower House approves project to make CPF tax number the only general identifier in Brazil

Brazil’s Lower House, the Chamber of Deputies, approved this Wednesday (Dec. 21) the proposal establishing the tax number called CPF as the sole general identifier (RG) throughout the country.

The project will be sent for presidential sanction. The measure is contained in Bill 1422/19, by Congressman Felipe Rigoni (União-ES) and others.

The text was approved in the form of the Labor, Administration, and Public Service Commission’s substitute, authored by Representative Lucas Gonzalez.

A Senate amendment to the text was also approved.

According to the substitute, the CPF must be included in the registries and documents of public agencies, the civil registry of natural persons, or in identification documents issued by professional councils.

Thus, starting in the future law, the CPF will be used as a number on certificates (birth, marriage, and death), as identification before the INSS (NIT), in the work card, in the CNH, and others.

The period foreseen is 12 months as of the publication for agencies and entities to adapt their systems and procedures for serving citizens to adopt the CPF as an identification number.

There will also be 24 months for agencies and entities to make changes so that the systems and databases exchange information based on the CPF.

The passage excluded with the Senate amendment allowed each federative entity to regulate exceptional situations in which the CPF document would not be sufficient to identify the citizen, dispensing with the need to present any other document.
