Bolsonaro’s Measure Ending Vehicle Insurance Will Impact Political Rival Bivar

RIO DE JANEIRO, BRAZIL – President Jair Bolsonaro’s decision to enact a provisional measure to extinguish compulsory DPVAT and DPEM vehicle accident insurance as of January 2020, will impact the business of Luciano Bivar’s, the head of PSL, until yesterday the party of the president.

Currently in a spat with the President, Bivar is the controlling shareholder and chairman of the board of directors of Excelsior, one of the insurance companies accredited by the government to cover DPVAT insurance.

The company has handled the payment of R$168 million in insurance-related compensation from January to June 2019, according to an audit report by the DPVAT agency.

Excelsior Insurance was acquired by Bivar in the 1990s. On its website, Excelsior claims to be the leading insurance company in the Northeast. Asked about the subject, the Planalto Palace did not comment. Bivar also declined to comment until the release of the article.

In 2017, Luciano Bivar took office as a federal deputy, substituting a member of the PSB who left to take on a secretariat in the government of Pernambuco. Since then, he began advocating for the interests of insurance companies in the Chamber.

One of the projects which Bivar promoted, would have prevented policyholders from being able to choose which auto repair shop to take their cars in the event of coverage for damage to the vehicle when activating the insurance.

Another project, also submitted by Bivar, guaranteed that insurance companies would provide their own referenced auto repair shop to clients.
