Index shows the most entrepreneurial cities in Brazil

Produced by the National School of Public Administration (Enap), the Brazil Entrepreneurial Cities Index puts São Paulo first in its 2023 ranking.

Also at the top of the list are the capital, Florianópolis, and Joinville, two cities in Santa Catarina.

To rank the 101 most entrepreneurial cities in Brazil, Enap evaluates seven criteria.

Infrastructure, access to capital, innovation, human capital, and regulatory environment are among them.

One of the parameters that propelled São Paulo to the top was infrastructure.

The city of São Paulo ranks first in this item.

It evaluates issues such as road connectivity, take-offs, and proximity to ports.

The most entrepreneurial city in the country also had the best score for “access to capital” in the country, meaning it is easier to have access to loans and investments.

In Florianópolis, the highlight was human capital and innovation.

In Brazil, it is the absolute leader in these two characteristics.

Enap checks items such as the proportions of adults with high school and college degrees, the grades of students completing high-quality studies, and access to technical and vocational courses to assess human capital.

In addition, this criterion also considers the scores of the National High School Exam, the Basic Education Development Index, and the average cost of managers’ salaries.

In innovation, the metrics include the number of patents, BNDES investments, and the sizes of the creative economy and the innovative industry.

Joinville got the best regulatory environment among the three, ranking second in Brazil.

Thus, it had better performance for the agility of processes, taxation, and the complexity of the local bureaucracy.
