Vaccine passport for large crowd events comes into force in Brazil’s São Paulo on Wednesday

RIO DE JANEIRO, BRAZIL – The Vaccine Passport will be required in the city of São Paulo as of next Wednesday, September 1, to enter shows, conferences, soccer games and other events with over 500 people.

Access will be allowed for people who have been administered at least one vaccine shot against Covid-19: the CoronaVac, AstraZeneca-Oxford, Pfizer/BioNTech or Janssen shots are valid for this purpose.

The requirement was determined in a decree issued by Mayor Ricardo Nunes, published in the city’s Official Gazette on Saturday, August 28.

The decree requires that attendees present physical or digital (in the Vacivida and Conecte SUS platform apps) proof of vaccination upon entering events. The proof will have its authenticity verified through QR Code, by the city hall’s E-saúde app.

Establishments that fail to comply with the decree are subject to the penalties provided for in a March 2020 decree, which establishes a fine based on the parameters of the Land Use and Occupancy Law and may even include interdiction and revocation of licenses.

The decree also recommends the passport for all businesses, namely bars, shopping malls, restaurants, and stores in general. However, adherence is not mandatory in these places. Nunes stated last week that these establishments would be covered by the requirement, but the city government later reversed its position.

Trade shows, conventions, conferences and other events were cleared by the State on July 23. The authorization for full occupancy and the end of restrictive business hours have been in effect since July 30.

The Vaccination Passport will also be in effect in Rio de Janeiro on September 1, but with stricter rules. People who have not yet been vaccinated are banned access to places like gyms, theaters, cinemas, museums, soccer stadiums, and conferences. The performance of elective surgeries is also conditional upon immunization.
