The project, created in 2017 by the Municipal Secretariat of Human Rights and Citizenship, is aimed at people with no financial means to pay for a ceremony. According to the agency, the initiative aims to show the population of São Paulo that “the most important thing is to foster a culture of respect,” regardless of “sexual orientation or gender identity.”

In addition, the folder emphasizes that the intention is to strengthen the right to homosexual marriage, guaranteed by Justice since May 2013, through Resolution 175 of the National Council of Justice (CNJ).
