Importation of Firearms Under Bolsonaro is Highest in Brazilian History

RIO DE JANEIRO, BRAZIL – Revolver and pistol imports broke records in the first eight months of 2019. From January to August, purchases totaled US$15 (R$60) million, more than double that recorded over the same period last year.

The increase was also noted in the number of weapons entering the country – 37,300 revolvers and pistols, 25,600 of which in August alone. In the first eight months of last year, by comparison, 17,500 weapons from these categories were imported.

The results, obtained by Folha de S.Paulo from the Ministry of Economy’s records, are much higher than the historical series. In 2005, for instance, there were 26 units, with a total value of US$7,200.

The boost coincides with a change. Until last year, weapon imports were prohibited when there were similar products manufactured in Brazil. This restriction was overturned in a decree by President Jair Bolsonaro, published in May this year, which also relaxes rules for the purchase of weapons in the country.

The enactments were a campaign pledge by the current president: to extend the possession (right to keep at home or at work) and carrying (on the street) of firearms.

The measure, however, is challenged by specialists in public safety, such as Bruno Langeani, project manager of the Instituto Sou da Paz, “Even before the decrees, there was an increase in the sale of weapons in Brazil.

With the President’s deeds, the growth trend should continue. “The more weapons in circulation, the worse the homicide issue becomes, the lethal violence,” he said.

The growth of the weapons market – Bolsonaro’s clear intention, claiming that the flexibility in size and possession will allow citizens to better defend themselves – is reflected not only in the quantity already imported but also in the potential for these products to enter Brazil.

Data sent to the newspaper show that from January to August, the purchase of 152,500 foreign weapons was allowed, compared to 86,400 during the same period last year. This suggests that weapon imports should continue to rise since most are still to land in Brazil.

The Army’s approval is granted to any firearm – and not only revolvers and pistols – and can be granted for the purchase of a single unit or a batch.

This increase, however, was driven by requests made by individuals, says the Army. There were 5,000 approvals – 300 more than in the same period in 2018, a 6.4 percent increase.
