Spain, Peru, and Colombia interested in Ecuador’s electricity project

RIO DE JANEIRO, BRAZIL – Four companies from three countries, Spain, Peru, and Colombia, submitted samples of interest to develop an energy project called Northeastern Transmission System (STNO) in Ecuador, informed this Tuesday, March 22, 2022, the Ministry of Energy and Non-Renewable Natural Resources.

The delivery stage of documentation of the samples of interest concluded on Wednesday, March 16, resulting in four companies from these three countries in the bidding to carry out the project.

According to the Ministry, the STNO will guarantee the delivery of clean energy from the National Interconnected System to the isolated electric systems in the provinces of Sucumbíos and Orellana.

The awarded company will sign the concession contract and be in charge of the financing, design, construction, operation, and maintenance of the STNO during the time foreseen in the contract. For its part, the State will monitor compliance with the concessionaire's obligations.

Once the stage for the collection of interested signatures is concluded, a schedule for this Public Selection Process is expected to be established, which includes “the review of the samples of interest, corrections at the request of the Technical Commission, prequalification evaluation and the publication of the prequalification minutes”.

The latter is scheduled for April 22, 2022, followed by the acquisition of participation rights.

“The Northeastern Transmission System will provide transmission infrastructure that connects the National Interconnected System (SNI) with the Oil Interconnected Electric System (SIEP), located in the northeast of Ecuador, which will provide clean energy to the oil industry,” the statement said.

Its construction will require an estimated investment of US$386 million and a concession term of 30 years.

The execution of this project, as well as other public processes such as the Non-Conventional Renewable Energy Block (500 MW) and the Natural Gas Combined Cycle Block (400 MW), are framed in the Electricity Master Plan 2018-2027 and in the axes of Executive Decree 238, which establishes a new policy for the Ecuadorian electricity sector.
