RIO DE JANEIRO, BRAZIL – The text was approved by the House of Representatives and will now be considered by the federal Senate. “We will use our veto power,” Bolsonaro said in a live broadcast
President Jair Bolsonaro said Thursday (24) that he will veto the bill (PL) that legalizes gaming in Brazil, such as casinos, bingos, gambling, and other electronic betting.
The text was approved by the House of Representatives with 246 votes in favor and 202 against, and will now be considered by the Federal Senate.
“What I have already decided here, we will exercise our veto,” Bolsonaro said during his weekly live feed on social media.
If the bill is approved by Congress and subsequently vetoed by the president, the veto can be sustained or overturned.
Under current rules, the veto is overridden by an absolute majority of the votes of Congressmen and Senators, i.e., 257 votes of Congressmen and 41 votes of Senators, counted separately.
If a lower number of votes for disapproval is registered in either chamber, the veto remains in place.
LEGALIZATION
The text approved by the Chamber of Deputies provides, among other things, that casinos can be established in resorts, ships, and cities classified as tourist centers or destinations. For bingo, the text provides that it may be operated in perpetuity only in bingo houses.
For gambling, the project provides that all records of the licensee, whether betting or sweepstakes, will be computerized and with the possibility of real-time access by the Union through the Audit and Control System (SAC).
