Brazil’s Senate may pass National Immunization Passport bill, other measures

RIO DE JANEIRO, BRAZIL – On Wednesday, May 19, the full Senate is expected to vote on a bill creating the National Immunization and Health Security Passport (PSS).

The document may be used by federal authorities to suspend or relax measures restricting people’s mobility or access to services or places, both public and private, that have been implemented with the goal of limiting the spread of a disease causing an outbreak or pandemic.

The bill provides that the passport may be used to authorize access to public places and events, use public transportation, and assure access to hotels, cruises, parks and nature preserves, among other purposes.

The document would be implemented by means of a digital platform, to be operated by the federal government in coordination with states, the Federal District and municipalities, and with accredited private health services. The rapporteur of the bill is Senator Veneziano Vital do Rêgo (MDB-PB).

Customs clearance

Also on the voting agenda is Bill 2.872/2020, proposed by Senator Confúcio Moura (MDB-RO), with Senator Angelo Coronel (PSD-BA) as rapporteur.

The proposal establishes an exceptional maximum period of 5 days for customs clearance of supplies for research, tests, and drugs needed to fight the Covid-19 pandemic. Senator Confúcio Moura is president of the temporary committee for monitoring Covid-19.

“It is unreasonable that bureaucratic obstacles, which can take more than 3 weeks, should delay the customs clearance of essential supplies for research and testing, which are essential at this time,” says the author in support of the text.

Birth Registration

Bill 5.591/2019 may also be voted on Wednesday. It enables simplified annotation to change the name of the father or mother in the birth register of children after divorces. The bill was authored by Senator Daniella Ribeiro (PP-PB) and has Senator Ciro Nogueira (PP-PI) as its rapporteur.

In addition, another item on the agenda is PDL 273/2019, a draft legislative decree ratifying the air services agreement signed between Brazil and Turkey in 2017. The rapporteur is Senator Marcos do Val (Podemos-ES). Comprising 30 articles, the agreement aims to boost relations between the two countries in the areas of trade, tourism, and cooperation.
