Vice Consul Claudia Ortiz Vaca of Colombia fell victim to a stray bullet during a robbery attempt in São Paulo, Brazil, on Friday morning.
Brazilian authorities confirmed the diplomat required immediate hospitalization and surgery after being caught in crossfire while walking along Avenida Nove de Julho.
The incident unfolded around 8:00 AM when armed assailants targeted a woman inside a Toyota Corolla Cross taxi in the upscale Jardins neighborhood.
Both the taxi driver and passenger resisted the robbery attempt, drawing the attention of an off-duty police officer passing nearby. The officer intervened immediately, leading to an exchange of gunfire with the suspects.
Ortiz Vaca, who happened to be walking in the area, was struck by a bullet in the waist region during the confrontation. Forensic teams later identified at least four shots fired during the incident. Police successfully apprehended 19-year-old Bruno Narbutis Borin at the scene.

The suspect carries a troubling criminal record with previous arrests for drug trafficking, theft, and robbery resulting in death. His accomplice escaped and remains at large, prompting an ongoing manhunt by São Paulo authorities.
Diplomat Shooting in São Paulo Sparks Security Concerns
The Colombian Ministry of Foreign Affairs released a statement confirming Ortiz Vaca’s stable condition following emergency surgery. Brazilian officials have pledged a thorough investigation into the shooting.
This incident highlights São Paulo’s complex safety landscape, where violent crime remains a significant concern despite recent improvements. The city ranks 24th globally on the Crime Index for 2025, reflecting persistent security challenges in Brazil’s largest metropolis.
Street violence particularly affects central districts like Jardins, where this incident occurred. Crime statistics show distinct patterns across the city’s 93 police districts, with central areas experiencing higher rates of robbery and theft.
Brazil reported over 38,000 violent deaths nationwide in 2024, averaging 106 per day. However, overall numbers decreased by 5% from the previous year.
The shooting of a diplomat adds to international concerns about safety in the country, where tourists and foreign officials occasionally become unintended victims of urban crime.
