Thanks to a decree signed by the Kirchnerist governor Gustavo Melella, the Chinese state company Shaanxi Chemical Industry Group obtained unprecedented authorization to create a massive "multipurpose port" in the town of Río Grande, where it will also install a chemical plant and a power plant, creating a massive industrial and commercial complex . . .
